Question

Question: A man performed Hajj or ʿUmrah and, after releasing from iḥrām, went out to Jeddah for a need. Is he required to enter iḥrām for an ʿUmrah to enter Makkah?

Answer

Answer: What appears to me is that he is not required to enter iḥrām, because he is in the ruling of a resident in Makkah, and the resident is not obligated to do so. The one who went out to Jeddah after his Hajj or ʿUmrah did so for a need that arose while he was in Makkah, then returned to Makkah to complete his residence—even if brief.
What the scholars mentioned is that this requirement pertains to the non-resident (Afaqi).
