Question: Is it permissible for the believer to stir up the causes of enmity and fighting among those who spread corruption on earth?
The answer – and Allah is the One who grants success – is that if their corruption is of the sort for which they deserve to be killed, then there is no harm in stirring up enmity and the causes of killing among them. However, it is obligatory that this be after a fatwā in the specific matter in question, and that people of opinion and insight be consulted about it, due to the gravity of entering into such an affair. The fatwā is a proof for him before Allah, and consultation is a safeguard for him from becoming entangled in grievous consequences.
So if the people of opinion and insight advise him to refrain, because of fear that evils may occur in this matter whose harm and corruption would extend to many of the innocent and the weak, then it becomes obligatory for him to leave it.
