Question: The driver of a car struck a woman with his car and fled. Many years passed, and now he wishes to clear himself and repent, but he does not know who this woman was, and he fears that if he investigates, her family will burden him with heavy obligations, according to customary practice, in addition to the blood-money. What should he do?

The answer – and Allah is the One who grants success – is that what is obligatory upon him is blood-money, to be handed over to her family, and an expiation: fasting two consecutive months, and if he is unable, then feeding sixty poor people. This man must search for the woman’s family and find out who they are, then hand over the woman’s blood-money to them. If he fears that they will impose on him other burdens besides the blood-money, then he should use lawful stratagems to get it to her family through other people.
