Question
Question: The owner of a shop was asked by a person to provide an invoice so that he could obtain a loan from the Agricultural Bank, even though this bank takes an additional charge on the loan. The shop owner is then the one who receives the funds from the bank as the price of the invoiced goods. Is this action by the shop owner permissible or not?
Answer
Answer—and Allah is the granter of success: If the shop owner does not intend thereby to cooperate in usury, then that sale is permissible and unobjectionable. The Prophet—May Allah bless him and his family and grant them peace—used to buy and sell with the Jews despite knowing their dealings in usury.
Scholars of the madhhab have permitted selling raisins to one who will press them into wine, on condition that the seller has no intention toward that. This is what appears correct. Praise be to Allah, Lord of the worlds; and may Allah bless Muhammad and his family and grant them peace.
