[Ruling on Hiring Someone Who Makes Minor Errors in Recitation to Read a Complete Khatmah]

Answer: What appears to me is that it is permissible. As for the reciter, it is permissible for him to recite and to accept payment; and as for the payer, it is permissible for him to pay one who makes small mistakes. The wage is not for corrupting the recitation but for correct recitation, and the error occurred unintentionally. Allah Most High has said: "And there is no blame upon you for that in which you have erred, but [only] for what your hearts intended." [Al-Ahzab:5]
One might say: The difficulty concerns someone entrusted with money to distribute to those who will recite the Qur’an—namely, to complete a full khatmah. Is his liability cleared if he distributes it to those who make some mistakes in their recitation?
We reply: Minor mistakes are overlooked, because Qur’an reciters fall into categories:
1 – Meticulous ḥuffāẓ (memorizers) whose recitation is precise; these are very few.
2 – Reciters of the second degree, whose reading of the Qur’an is mostly correct and whose mistakes are rare—on the order of one or two slips within an eighth of a juzʾ, in matters like ikhfāʾ and idghām, without deficiency.
3 – Reciters of the third degree, who err about once in every verse in passages like those of Sūrat al-Baqarah.
Thus we say: An agent entrusted to distribute funds for a complete khatmah should distribute them to believers who are poor from the first and second degrees, not the third.
We say this because prevailing custom associates the second degree with the first; the original donor’s intent regarding the Qur’an reciters is the first and second degrees, for they are the ones known to him and to others as the ḥuffāẓ of the Qur’an, not those of the third degree.
