[On al-namṣ (plucking)]

The answer: It is not fitting for a religiously committed woman to pluck her eyebrows, because our scholars – may Allah be pleased with them – have explained al-namṣ, concerning which the prohibition came from the Prophet (May Allah bless him and his family and grant them peace), with two explanations: plucking the hair of the face, and plucking the hair of the pubic region. And it is in keeping with the nature of the believer that he is apprehensive about embarking on either of the two, or both of them. And in the ḥadīth: “Leave that which causes you doubt for that which does not cause you doubt,” and in another ḥadīth: “The believers are those who come to a halt at doubtful matters.”

[The ruling on al-namṣ]
In al-Tāj: “It is forbidden for the woman and the man to practice al-namṣ, which is: plucking the hair of the pubic region; for what is legislated concerning it is shaving, unless it is removed with nūrah. Likewise, it is forbidden to pluck the hair of the beard and the moustache – not the hair of the nose, for that is permissible.” End.
I say: What appears to me is that the prohibition of al-namṣ, which is plucking the hair of the pubic region, is due to the pain involved in plucking it, and it is not permissible for a morally responsible person to torment himself with that. The proof for this is that there is no disagreement that it is permissible to remove the hair of the pubic region with nūrah or the like, and its removal with nūrah is in fact by way of plucking, except that the one who does the plucking does not feel pain in plucking it. And the report has come concerning the recommendation of plucking the armpit hair, and the pain of plucking it is slight. Accordingly, plucking hair from the face or from the forearms is permissible if the pain resulting from plucking it is no more than what occurs when plucking the hair of the two armpits; likewise, the plucking of the hair of the forearms and the shins.
