Question: Is it permissible for a contractor to undertake building facilities and centers for the army—or for traffic police or guards—knowing the unjust conduct that commonly occurs by many individuals and officials in such places?
Answer—with Allah is success: The apparent ruling is that it is permissible:
— Because building structures and centers neither increases nor decreases injustice; buildings are not the cause of injustice.
— An exception is made for structures built specifically for injustice—such as fortifications built for highwaymen and the like.
